Payroll & CIS Management

Payroll & CIS Services for Hertfordshire Employers and Contractors

Running payroll is one of the most regulated and deadline-sensitive aspects of any business. Miss a Real Time Information (RTI) submission, miscalculate National Insurance, or handle a new employee incorrectly, and you're looking at HMRC penalties and significant time spent putting things right. For construction businesses, the additional complexity of the Construction Industry Scheme (CIS) adds another layer of compliance that many firms struggle to manage in-house.

CoreAcc provides a fully outsourced payroll and CIS service to employers and construction businesses across Hertfordshire and North London. We handle everything — from setting up new employees and processing payslips to monthly RTI submissions, auto-enrolment, and CIS monthly returns — so you can focus on running your business.

Construction Industry Scheme (CIS) — Full Compliance Service

CIS is a complex scheme that affects all contractors and subcontractors working in the UK construction industry. Under CIS, contractors must verify subcontractors with HMRC, make deductions from payments at either 20% or 30% (or nil for gross payment status holders), and submit monthly returns.

Errors in CIS are extremely common and can result in subcontractors receiving incorrect amounts, contractors facing penalties for incorrect or late returns, and cash flow difficulties across the supply chain. Our CIS service covers:

  • Contractor registration for CIS with HMRC
  • Subcontractor verification with HMRC before first payment
  • Calculation and documentation of CIS deductions at the correct rate (0%, 20%, or 30%)
  • Monthly CIS return preparation and submission by the 19th of each month
  • Payment and deduction statements for subcontractors
  • Gross payment status applications — helping qualifying subcontractors apply to receive payments without deduction
  • Annual CIS certificates for subcontractors for use in their self-assessment returns
  • Advice on the VAT Domestic Reverse Charge as it applies to CIS work (post-March 2021)
  • CIS compliance reviews for businesses that have been self-managing and want to check their position

Common Payroll and CIS Mistakes We Fix

When we take over payroll or CIS from a new client, we frequently identify:

  • Incorrect tax codes applied to directors and employees
  • Missing RTI submissions leading to accumulated HMRC penalties
  • Auto-enrolment duties not being met — a serious regulatory risk
  • P11D forms not filed for benefits provided to directors
  • CIS deductions being made at the wrong rate
  • Subcontractors paid without HMRC verification — which makes the contractor liable for the full deduction regardless
  • CIS domestic reverse charge not applied correctly to qualifying supplies

If you're concerned about your current payroll or CIS position, we can conduct a compliance review and help you correct any historic issues before they become HMRC problems.

Frequently Asked Questions

What is the RTI deadline for payroll submissions?

Real Time Information (RTI) Full Payment Submissions must be made on or before the date employees are paid. Employer Payment Summaries (EPS) must be submitted by the 19th of the following tax month. Missing these deadlines can result in automatic late-filing penalties from HMRC, which accumulate monthly.

What are CIS deduction rates?

HMRC sets the CIS deduction rate based on a subcontractor's tax status. Verified subcontractors with a strong compliance history can apply for gross payment status (0% deduction). Standard verified subcontractors are deducted at 20%. Unverified subcontractors (or those with a poor compliance record) are deducted at 30%. It is essential that contractors verify every subcontractor before making the first payment.

Do I need to auto-enrol my employees into a pension scheme?

Yes, if you employ any worker who earns above the auto-enrolment earnings threshold (currently £10,000 per year, or £833 per month) and is aged between 22 and state pension age, you are legally required to automatically enrol them into a qualifying workplace pension scheme and make employer contributions. CoreAcc handles all auto-enrolment duties as part of our payroll service, including pension scheme selection, employee communications, and ongoing administration.
